In line with the Navy's continued emphasis on education, you now can get two points for an associate's degree and four points for a bachelor's degree on your E4 to E6 Final Multiple Score (FMS). The FMS for the top three enlisted grades do not include civilian education points, but those grades do receive favorable recommendations for holding a degree. The Navy recognizes the importance of civilian education in teaching the critical thinking skills required for the future fighting force. By adding Navy promotion points for education to the FMS, the Navy encourages sailors to continue their education while still serving.

If you are enlisted and are considering going the officer route, earning an MBA first can help you achieve your goal faster. PhDs and Military Advancement of Officers

The Department of Defense (DoD) created a policy in 2008 where it now funds either in part, or in whole, graduate education programs for all uniformed military officers. The DOD recognizes military officers with graduate degrees in certain disciplines will fill the anticipated shortage. The DOD also directed that military officers can pursue their civilian education goal in a partially funded program for up to 12 months without being assigned to a designated billet.
